Harvesting tools are the foundation of every Ice Tycoon 2 run. They determine how much water you can move from a source to the freezing pipeline, and they gate the Drought badge by themselves.

Each Rebirth Token trades current factory funds for a permanent upgrade. The optimal first perk is Super Researcher, followed by Farm and Mine Boost, then Ice and Water Upgrader.
